This is to bring to your kind notice that on 18th and 19th Main, 5th block, 1st Stage HBR layout, the sewage pipes have been blocked / Chocked and the sewage water overflows through man-hole chamber and flow on the roads and subsequently into side drains. We are facing this problem for the last 15 days and have got it to the notice of the Concerned Area Engineer/BWSSB officials and no action has been initiated in this regard till date. Hence once again we write this letter.

As the side drains are with full of mud and debris, the sewage water doesn’t flow and stagnates, raising too much stinky smell. Although your BWSSB Engineers from Kalyan nagar have visited our layout on our repeated complaints, this problem has not been solved till date. As the rainy season is just round the corner; there are much likely chances of break of epidemic diseases.





We request your good self to have a spot inspection conducted along with Ward Councilor and other office members to look into the problems faced by us and a speedy resolution of the same.

Sub: Vacant sites behind our row of houses posing health hazard at 19th main,5th block, HBR layout.

We, the residents of 18th main would like to bring to your kind notice that behind our houses, i.e. from site No’s: 1361 to 1368 in 18th main, there are vacant sites in 19th main i.e. site No’s 1280 to 1287 which are lying vacant since inception of this layout and seem not allotted to anybody by BDA. These sites are being used as garbage yard and public toilet by the slum dwellers who are camping in 19th main for over 10 years. Apart from this, these sites are also used as cattle breeding center and it is a breading ground of mosquitoes and other disease spreading flies and insects. Nearly 10 to 15 cows are brought from elsewhere for milking during early morning hours; and after that it’s left free in the layout for graze. Besides, the cows and buffaloes roam in the streets and defecate all over the places, making nuisance to the residents/motorist. We are unable to keep the doors and windows of our house open as the stench of cow dung stored here is unbearable and with a fear that the flies and mosquitoes would come into our houses.





There is another garbage yard- just 40 feet away from this place under the Transformer and not cleaned regularly.
We request your goodself to have a spot inspection conducted along with your ward Councilor and other officer members to look into the problems faced by us and a speedy resolution of the same.

We would like to inform you that HBR layout was formed in the year 1986 by BDA and was transferred to CMC first and further to BBMP for easy administration, without carrying on any appropriate and proper developments, particularly in 5th block segment.

During the layout formation BDA had earmarked 18 guntas of land for a park in 18thmain; please refer the plan attached to this letter for the location of park; but even after the lapse of 22 years no park has come in this site. Due to the dereliction of duty by BDA / CMC / BBMP, the lung space, instead of being as a park for the residents, now it is occupied by slum dwellers by constructing temporary sheds for over 6 years. When land grabbers tried to knock of this prime land in 2005 and 2006, BDA demolished the illegal construction on this land and recovered it-vide news in Times of India dt.16-12-2005. Please refer the news clip and the endorsement letter dt.12-6-08 issued by BDA. This matter has been brought to BBMP’s kind notice for suitable action and to convert it as a park vides our letters dated 15/12/2005 and 22-6-09. But to our dismay nothing has happened till today. Residents of this area feel that some illegal activities are going on here during night time and fear to come out of their houses. If the authorities leave it for some more time, then land grabbers will swallow it.

Recently, we have again written a letter dt:5th Jan 10 on this matter addressed to Commissioner, BBMP with a copy to Chairman, BDA .However, we also wanted to inform you, because you are the sole authority in recovering the Govt. lands, if at all this prime land has gone already into hands of land grabbers. Sad to say instead of ‘LUNG SPACE’, we have only a big SWD (flowing with toxic & chemical effluents) running at the middle of our layout. Therefore we request you to kindly look into the matter and save this precious site from land grabbers immediately as there is no other park or CA site in this area.

Hereby we, the residents of HBR layout 5th block, 1st stage request you to kindly arrange to provide 3 bus stop shelters for the use of HBR 5th block and 4th block, 1st stage, Bangalore-43. The bus shelter location points are as below.

 2 shelters are to be made on the outer ring road i.e. near the Forest office gate (between Hennur main Road signal and Nagawara signal) one each in opposite manner, for buses going towards Hebbal and the other one for the buses going towards Krishnarajapuram.

 The 3rd shelter in 19th main, 5th block, HBR layout, i.e. near 42nd cross from where bus No. 296B starts now.

We are attaching the bus shelter location map for your easy reference.

Please note that we had sent this letter on 7th Jan 09 and you said “this work is not under our purview”. Since the work has come under you now, we are sending this letter once again and request you to kindly do the needful.

Dear Sir,

Sub:Water pipe leakage through out the year in 18th main, 5th block, HBR layout,1st stage.

This is to bring to your kind notice that our layout was given service in the year 1987 and from that time onwards, one main water pipe is leaking at one particular point (in front of site 1367) almost every month. Your person (coolie) also repairing it every time without any supervision of engineer; but again and again water is leaking at that point. Last year, in 2009 alone this pipe must have been repaired for more than 12 times.

For example this pipe was repaired on 9th Jan. and again on 12th Jan; but today still it is leaking. Instead of repairing every time some permanent/proper solution to be found out and after the work is over it is to be inspected by an engineer.
As water leakage is a national waste, we request you to kindly instruct your engineers to do a better work.

Please refer to our letter dt; 10th Dec 09, addressed to Hon’ble Chief Minister regarding Storm water drain posing serious health hazard to the residents of HBR layout 5th block,1st stage, Bangalore-5600043. This letter will speak in volumes about the sufferings of our layout residents. As you are going to take up the left out portion of fencing work of open SWD, i.e. from Walkover Bridge to 19th main bridge, we would like to request you to kindly take up the work of constructing side walls for the SWD beyond 19th main bridge also simultaneously.

The above photos illustrate the condition of the SWD beyond 19th main bridge. The side wall was constructed on one side only for a very short length and the work was stopped mid way. As there is neither a side walls nor any fencing to the SWD many construction people from neighboring and far off places are dumping the debris here day and night. Due to this there is a hindrance in the flow of sewage water and the same stagnates becoming a breeding place for mosquitoes and other insects and foul smell emanate from this stagnated water. . Sub: Fencing work of open SWD in HBR layout, 5th block, 1st stage.

We, the residents of HBR layout 5th block would like to inform you that the fencing work with barbed wires (chain link) on both sides of open SWD has been done only from outer ring road to 17th A main, i.e. up to walkover bridge and left mid way. Further the fencing has to be done from Walkover Bridge to 19th main bridge. Because of this many people throw their debris/garbage into the open drainage which causes drain blockage and in rainy seasons it overflows into layouts and also houses.

Sub: Development work in HBR layout 5th block.

Further to our letter(attached) dt:29th Dec 09, we would like to inform you that de-silting work in SWD and removal of debris in 30th C cross (KEB road) are stand still as it was and no work has been done after 24th Dec. The silt removed from SWD is lying on both sides of SWD along with the debris on KEB road, which needs to be removed. Please have a look at these photos taken today so that you will under stand the condition of SWD and the road.

On 30th Dec one JCP used for debris removal, came at around 11 am but without truck, did some leveling work in 30 C cross and left at 1.30 pm. We don’t understand why the JCP should come without truck and spend some time and go back without doing any work. We know the JCP’s per hour cost is high and we have to use it to the maximum extent. We have noticed that many times the JCP comes and goes without any justification.

We further wish to inform you one more thing is that the driver of the JCP used for debris removal is always seeking our directions “what is to be done in this layout.” Actually some supervisor should accompany the vehicle and get the things done.

Please note that the uncompleted de-silting work is done from outer ring road to 19th main road bridge only, say approx. to a length of 400 meters, but not 700 meters as you mentioned; and de-silting work beyond the bridge also to be taken up. We don’t get any proper response from Mr.Vijayakumar and his assistant Mr. Kumar; we get lame excuses from them for why the work is not taken up when enquired.

We have already mentioned in our earlier letters that engineers of BBMP in charge of our layout are not visiting/inspecting while the developmental work is under progress.

We are also sending some of the videos showing the silt and debris lying along the cleaned stretch of SWD.
We request you to kindly monitor the on going work and see that all the pending works goes on smoothly without any stoppage.

The construction activities of the mafia on this land were stalled by BDA each time by demolishing the construction. Now this site is being occupied by some slum dwellers by constructing temporary sheds. Residents of this area feel that some illegal activities are going on during night time and fear to come out of their houses.

When we informed about this matter to Mr.Jayachandra.BE, KES during his visit to our layout on 18th Dec ’09, he had instructed Mr.Vijayakumar, AE to look into the matter and arrange to demolish the sheds immediately. But to our dismay nothing has happened till today. If you leave it for some more time, then land grabbers will swallow it. Therefore we request you once again to kindly look into the matter and save this precious site as there is no other CA site in this area from land grabbers and convert it to a park immediately.


Please note that there was a CA site in 19th main, behind site No.1283 C (36th cross) and now it’s missing. Kindly look into the matter and investigate.

Letter to shri.Jayachandra, CE,- BBMP

Dear Sir,

Sub: Your visit to our HBR 5th block layout on 18th Dec ’09 and the instructions given to Mr.Vijayakumar to carry out long pending over due civic problems.

We thanked and kept you informed that the de-silting work of SWD and removal of debris work is progressing well. But to our dismay suddenly the JCP and the equipments used for removal of debris in 30th C cross (KEB road) had stopped coming from 23rd. and they worked for only two days. The other JCP used for de-silting was continued to work till 24th. Our concern is that whatever development work is taken up by BBMP is half done and always incomplete.
For example:
1. The asphalting of roads has been undertaken for only some roads and has not been completed and other roads were left out.
2. Revamping of side drains, done only in some roads and many roads were left out.
3. Canal side walls for SWD near 19th main road bridge, done partially on only one side and other side was left out for years.
4. Fencing on both sides of SWD, only a half stretch is completed and is lying incomplete.
5. Foot path with concrete blocks was made in 19th main on one side of the road, that too half stretch.
6. Side drains were cleaned for debris and garbage in some roads only.
Besides above unfinished works, we also have unattended works for which a copy of complaint had already been handed over to you during your visit here on 18th Dec ‘09.
We were expecting works of both de- silting and debris removal will be resumed today. But to our surprise no one turned up for the work till 12 noon. So we are very unhappy the way things are handled.

We are very unclear and do get an impression that the current sitting officers and engineers of BBMP in charge of our layout may not be visiting/inspecting while the developmental work is taking place. As we don’t have any faith on Mr. Vijayakumar as he always evades our phone calls, we request you to kindly monitor the on going work and see that all the pending works goes on smoothly without any stoppage.

By your name "Jayachanra=Jaya+ chandra means success and moon, we hope you will succeed in throwing cool moon light on the cursed people of this layout".

We hope you will come forward and take initiative to solve our long pending, hazardous and life threatening problems.

SHORT SUPPLY OF WATER

Dear Sir,

Sub: Short supply of water in HBR 5th block

We, the residents of HBR layout 5th block, 1st stage would like to mention with great distress that for the last 22 days we are not getting sufficient water due to inadequate pressure .Despite our repeated complaints and reminders via emails to your office and your email reply quoting as “Mr. Mallareddy/Mr.Chelapathi of E-1 sub divn will be visiting your layout to study the problem”, no officials have visited our layout yet.

It is obvious to say any maintenance work is to improve the functional system. But in your case the maintenance work carried out on 7-12-09 has spoiled the water pressure/normal supply of water. When we complained about this matter to your PRO and BWSSB officials, we were told that normal supply will be restored in another 10 days time; but even after the lapse of 22 days the problem is still persisting.

Please note that even on Xmas day the water supply was cut short by one and a half hours early. So we are buying the water from private water tankers to meet the domestic needs.

.Under this circumstance, we doubt your officials in discharging their duties like as under:
• -By collaborating with private water tanker suppliers.
• -Diverting the water to builders and private parties.
• -May be using this opportunity to tarnish the name of ruling government in Karnataka, who are proud to fulfill basic needs of the citizens.
